SCSN at a glance

The Supreme Council for Shariah in Nigeria (SCSN) is one of the foremost umbrella organisations representing the interests of the Nigerian Muslim Ummah. The Council serves as a national platform for Islamic scholars, professionals, Islamic organisations, and community leaders to collectively provide religious guidance, moral leadership, and strategic advocacy on issues affecting Muslims and the Nigerian nation.

The Council was established in 2001 in the wake of the historic reintroduction of Shariah legal systems in Zamfara State, an event that reignited national discourse on the constitutional rights of Muslims to practice their religion fully within the framework of the Nigerian Constitution. The emergence of Shariah implementation in several northern states created the need for a credible and organised body that could provide scholarly guidance, coordinate Muslim perspectives, and engage government and society in a responsible and principled manner. It was within this context that respected Islamic scholars, jurists, and community leaders across the country came together to establish the Supreme Council for Shariah in Nigeria.

From its inception, the Council has positioned itself as a platform for intellectual leadership, advocacy, and responsible engagement on matters affecting Islam, Muslims, and national development. The Council works to ensure that the constitutional rights of Muslims to practice their faith are respected, while also promoting peaceful coexistence, justice, and mutual respect among Nigeria’s diverse religious communities.

The SCSN operates through a consultative structure that brings together leading Islamic scholars and representatives of Islamic organisations from across the country. Through its Majlis Ash-Shūrā (Consultative Council) and various committees, the Council deliberates on critical religious, social, and national issues and provides guidance rooted in Islamic scholarship, wisdom, and the higher objectives of the Shariah (Maqāṣid al-Sharī‘ah).

Over the years, the Council has played a prominent role in a wide range of national engagements. These include advocacy on the proper implementation of Shariah in accordance with the Constitution, mediation and peacebuilding efforts in areas affected by communal conflicts, and strategic dialogue with government institutions on matters relating to governance, justice, and national stability. The Council has also been actively involved in public enlightenment, policy advocacy, humanitarian interventions, and engagement with national and international stakeholders on issues affecting the Muslim Ummah.

In addition to its religious and intellectual role, the Council serves as a bridge between Islamic scholars, Muslim communities, and public institutions. It regularly issues statements, communiqués, and policy positions on matters of national importance, and convenes conferences, seminars, and consultative meetings aimed at strengthening unity within the Ummah and promoting constructive participation in national affairs. The Council has also facilitated engagement with government leaders and institutions on matters relating to security, economic policy, religious freedom, and social justice.

The SCSN is also deeply committed to promoting unity among Muslims across different regions, organisations, and scholarly traditions. Through initiatives such as national consultations, ulama summits, and collaborative engagements with Islamic organisations, the Council continues to strengthen cohesion within the Ummah and encourage responsible religious leadership.

At the heart of the Council’s mission is the belief that Islamic values of justice, compassion, accountability, and moral integrity are essential for the well-being of society and the stability of the nation. Accordingly, the Council remains committed to promoting these values while constructively engaging the Nigerian state and wider society in the pursuit of peace, justice, and national development.

Since its establishment, the Supreme Council for Shariah in Nigeria has continued to evolve as a respected voice of the Muslim Ummah, providing principled leadership, defending constitutional religious rights, and contributing to national discourse with wisdom, responsibility, and a commitment to the common good.

Mission

The mission of the Supreme Council for Shariah in Nigeria is to promote the proper understanding and practice of Islam in Nigeria, safeguard the constitutional rights of Muslims, provide principled guidance on issues affecting the Muslim Ummah, and encourage responsible participation of Muslims in national development through knowledge, dialogue, and constructive engagement.
